CODATU and GART invited by the World Bank to support the Rwandan Government in the management of the COVID 19 crisis on the public transport sector

On Wednesday 3th of June 2020, the World Bank organized, on behalf of the Government of Rwanda, a workshop dealing with COVID-19’s issues in Public Transport sector.

As part of this workshop, the World Bank requested support from CODATU to provide to the Ministry of Infrastructures of Rwanda and to the City County of Kigali insights and feedback regarding how French and African cities dealt with urban mobility services during the health crisis.

The French Public Transport Authorities Association (GART) accepted to participate in this workshop. Guy Le Bras, GART Managing Director, introduced to the Government of Rwanda and Kigali the main measures implemented by PTA and operators to protect their staffs and customers. He broadened the presentation by highlighting several issues regarding financial, economic and contractual impacts in the Public Transport sector in France.

Teddy Delaunay, Project Manager for CODATU, introduced the result of study mapping the different responses and impacts linked to travel restrictions across cities where CODATU is based and with a specific focus on paratransit sector. The study shows that the pandemic highlighted the lack of resilience of paratransit sector and the urgent need of public transport authorities in order to involve operators in coordinated responses and provide them financial support. Additionally, the study shows how the pandemic served as triggers for implementing Non-Motorized infrastructures and leveraging digital tools to address urban mobility issues.

The World Bank is currently supporting the Government of Rwanda in the implementation of a BRT project in Kigali. The first corridor of this future BRT network is also supported by the French Treasury.
