Third workshop – Cali Regional Transport Authority [24th of Septembre]

In February, CODATU launched a technical cooperation in Cali, Colombia, on metropolitan governance in public transport. In partnership with the French Development Agency AFD (through FEXTE funding), the cooperation aims to support local authorities in the implementation of a « Regional Transport Authority » (ART) in the metropolitan area of Cali. The cooperation is part of a broader context of stategic mobility projects for the region currently in development and supported by the French Embassy in Colombia and the AFD through FASEP and FFEM funding : the local train linking Cali and the neighboring municipalities (the project is currently in prefeasability stage, conducted by SYSTRA) and the « Corredor Verde » project which promotes soft mobilities and urban renovation alongside the railway in Cali.

Context

Codatu first workshop took place in May 2019. Its main objective was to understand collectively the potential rol and functioning of a Regional Transport Authority, identify current challenges and imagine scenarios of regional institutional organisation. In July, a second workshop was organized by DVDH-GSD+, the consulting group in charge of structuring the future RTA. It allowed the participants to select 2 preferred scenarios of structuration of the entity, based on the results of the international benchmark and their knowledge of local conditions. This first step of the cooperation involved local, regional and national entities, who showed their willing to build a new organization to respond to regional challenges and implement a Regional Integrated System of Transportation.

The second stage of the cooperation looks to open the process of coconstruction to all the stakeholders involved in regional transport (private operators and users). For this reason, the objective of the 3rd workshop is to define “The role of the RTA in the construction of the future Regional Integrated System of Transportation of Cali”.

Objectives and content

The first objective is to open the process to non-institutionnal stakeholders et create a space for local administrations and private operators to interact on this topic, especially because private operators have been reluctant to support the RTA and train projects that they consider threats to their current business. The testimony of a national Authority and its private public allies (Medellin SITVA) will serve to show participants the steps, results and lessons learned of the construction of a metropolitan system. In particular, they will show how concertation and co-construction were fundamental to achieve the implementation of an efficient integrated system.

The second objective is to deepen the understanding of the role of the RTA et the functions it will assume. A presentation on international cases will show the concrete evolutions that will come with the vision of an integrated system. Then a collective exercise will allow participants to work on issues such as fare integration, physical integration, etc. These activities will help them understand what will be the tasks of the RTA and thus, what resources will it need to realize those tasks. Therefore, to end the workshop, DVDH and GSD+ will present the details of the structuration they recommend, that will allow the RTA to be functional and effectively fulfill its missions.
