February 2016, CODATU, the French Agency for Development (AFD), the CEREMA and the Transport and Communication Ministry (TCM) of Peru have signed an agreement to support the Peruvian TCM in the implementation of urban mobility projects and in the improvement of the public transport network in Lima and in the major cities of the country.
4 axis of cooperation
The French experts of the technical partnership conducted an exploratory mission during the month of April to meet Peruvian stakeholders of the urban mobility and transportation area, and to define the 2-year technical cooperation programme. During this trip, the CODATU Cooperation Project Manager who will lead the activities took up her post in the Transports and Communications Ministry.
In Lima, the different meetings with the government services, the local authorities and the organized civil society representatives showed the diversity of projects but also the multitude of players who are initiating them; the technical partnership started to identify some projects which require dialogue and players’ coordination in order to develop an integrated transportation system.
In Arequipa, the delegation met the Mayor and his technical team involved in the formulation of the city’s TIS (Transport Integrated System). The nearly 1 million inhabitants city wants to develop mass transit on the main corridor. But after a BRT project initiated in 2009 and suspended in 2014 by a monorail’s private initiative supported by the government but discarded in 2015, Arequipa Authority is today considering the implementation of a BRT via the concession of transportation lines to 11 operators. The technical cooperation has been requested to compare mass transit options for Arequipa in order to select the most adapted one to be integrated to the TIS.
Partners have selected 4 axis of cooperation:
- Support for the identification of urban transportation integrated projects: training on tools, methods and criterions of project discrimination;
- Support for the coordination of mobility and transportation policies;
- Support for the fare integration, ticketing system and institutional coordination;
- Training on the construction of tunnels and underground stations (creation of a specialised technical teaching module in a Peruvian university).
“Integrated transports in Peru: from dreams to implementation”
The first workshop entitled “Integrated transports in Peru: from dreams to implementation” will be held on 25, 26 and 27 May in the Colegio Médico del Peru in Lima and will be about the selection of urban transportation integrated projects. Stakeholders from the government and local authorities (Lima, Callao, Arequipa, Trujillo and Chiclayo) will be present, along with representatives from the civil society. After a presentation on the criterias to select an urban transport mode, participants will study the case of Arequipa. From the conclusions of this exercise, the technical partnership experts will produce a document on the most suitable transportation system for the city of Arequipa.
